Todd Means built his legal foundation at Loyola Law School in Los Angeles after earning a business degree from California State University, Fullerton. Means began his public-service work in the public defender’s office in Ventura County. In 2017 he served as a deputy public defender, handling criminal matters for clients who could not afford private counsel. That year in the courtroom taught him how to manage heavy dockets, prepare for trial on short timelines, and communicate complex legal issues to juries and judges.
A year later he joined the State Bar of California as Deputy Trial Counsel. In that role he worked on disciplinary and enforcement matters. The position exposed him to a different side of the profession, one focused on ethics and regulatory compliance. It also broadened his view of the legal system beyond individual client representation.
He moved into private practice and now serves as a partner at Means & Means LLP. The firm maintains an office in Ventura County and other locations. As a partner, Means splits his time between trial work and case strategy. He represents clients in contested matters and in negotiations, and he draws on his background in public defense and regulatory work when shaping cases.
Means is active in the local bar community. He holds memberships in the Los Angeles County Bar Association and the Japanese American Bar Association. Those affiliations keep him connected to peers and to developments in practice areas that affect clients across Southern California.
