About Thomas
Thomas Utzinger brings an academic background in history and law to his practice. He earned a B.A. in History from Cornell University, a J.D. from Boston University School of Law, and an LL.M. in Environmental Law from The George Washington University Law School. Those credentials anchor a practice shaped by both legal training and the environmental questions that followed his graduate studies.
After completing his studies, Utzinger gained admission to practice in New York, New Jersey and the District of Columbia. That multi-jurisdictional qualification has allowed him to work on matters that cross state and federal lines. He has handled regulatory and compliance issues that require attention to differing local rules alongside federal standards.
His LL.M. in Environmental Law informs much of his work. He has worked on cases and projects involving regulatory interpretation, permitting and environmental compliance. He can parse technical regulatory language and translate it into practical next steps for clients. He also deals with administrative processes and the formality of hearings and filings, areas where procedural detail matters as much as substantive law.
Utzinger’s legal approach is methodical. He lays out options clearly and evaluates risk in plain terms. Colleagues and clients have described him as careful and exacting in his review of statutes, regulations and administrative records. He favors written analysis and clear memoranda, documents that decision-makers and other counsel can rely on when issues become contentious.
He currently works at GlacierAdvisory LLC. There he provides counsel on environmental regulatory matters and related legal questions. His practice draws on his education and his admissions in three jurisdictions. He represents public and private clients in regulatory responses, compliance planning and administrative filings.
Outside formal filings, Utzinger participates in professional conversations about environmental law and policy. He follows changes in regulatory guidance and case law that affect permitting and compliance. He maintains an active practice in 2026, counseling clients on environmental regulatory requirements and administrative procedures.
