Thomas J. Percy studied political science and history at Boston University, earning a B.A. in 1982. He went on to law school at American University Washington College of Law and received his J.D. in 1987. Those academic steps set a clear path toward a practice tied to property and municipal matters.

His career has been a mix of private practice, business ownership and local public service. He became a senior partner at Percy Law Group, PC in 1994. A few years later, in 1997, he formed Percy Development Company, LLC and took on the role of owner.
