About Richard
Richard Joyce trained first as an undergraduate at American University, where he completed a Bachelor of Science. He later returned to Pennsylvania to earn a J.D. from Duquesne University. His academic path set him up for a long career in municipal government and courtroom work.
Joyce began serving the City of Pittsburgh in the early 1980s. He took a post as Assistant City Solicitor in 1983. That role placed him inside the legal operations of city government, handling matters that ranged across civil issues and municipal concerns. He remained connected to city legal work through the decade.
In 1986 Joyce moved into the Office of Professional Responsibility within the Department of Public Safety for the City of Pittsburgh. That position involved legal oversight related to public safety operations and internal reviews. Three years later he returned to the Assistant City Solicitor title in 1989, once again working on legal questions for the municipal government. His years in and around city departments gave him repeated exposure to the intersection of local governance and the law.
Outside his municipal roles, Joyce has been active in local legal organizations. He has been a member of the Allegheny County Bar Association since 1981 and remains a current member. He also belongs to the Academy of Trial Lawyers of Allegheny County. Those affiliations reflect a continuing presence in the county’s legal community and in trial practice circles.
Over decades of practice, Joyce’s work has spanned public sector representation, internal public safety matters, and litigation brought on behalf of municipal clients. He has balanced courtroom responsibilities with advisory work for city departments. Colleagues describe him as steady and experienced in navigating city charters, municipal ordinances, and the kinds of disputes that arise in local government settings.
He now practices at Joyce & Bittner Lawyers at Law. His current practice draws on years of municipal work and courtroom experience, and he focuses on municipal and civil litigation.
