About Randall C.
Randall C. Budge built a legal foundation at two regional universities. He earned a B.S. from Utah State University in 1973 and a J.D. from the University of Idaho College of Law in 1976. Those years set the course for a long practice rooted in Idaho.
He joined the firm that would become Racine Olson early in his career and became a partner in 1980. That long tenure at a single firm marks much of his professional life. Over decades he has handled matters that reached state and federal forums, representing clients in proceedings before Idaho courts and the federal courts where he is admitted.
Budge’s public service runs alongside his private practice. He served with Idaho Fish & Game from 2006 to 2014. More recently he has been appointed to the Idaho Fish & Game Commission, where he participates in deliberations that affect wildlife management and related policy. He also remains an active member of the Idaho State Bar.
His admitted jurisdictions include Idaho courts, all Idaho federal courts, and the U.S. Court of Appeals for the Sixth Circuit. Those admissions have allowed him to carry matters beyond state lines when necessary, and to respond to a mix of local and interstate legal issues. His courtroom work and administrative appearances reflect the procedural variety of those forums.
Colleagues describe him as steady and practical in handling both litigation and regulatory matters. He favors clear, direct argument and steady preparation. Clients who seek counsel on matters that touch state regulation or federal procedures find that his long practice provides familiarity with the institutions involved.
Outside the office he has remained engaged in issues tied to natural resources and state policy through his work with Fish & Game. That public role has placed him at the intersection of law, public administration, and resource management for many years. It also informs his perspective when advising clients who face regulatory or administrative challenges.
Now a longtime partner at Racine Olson, Budge continues to represent clients in Idaho and in the federal courts where he is admitted. He practices at Racine Olson, handling matters in Idaho and in the federal courts to which he is admitted, including the Sixth Circuit.
