About Mark Forrest
Mark Forrest Walmer built a steady legal career that moves between public service and private practice. He earned a B.A. in philosophy from Pennsylvania State University, University Park in 1975 and a J.D. from Franklin Pierce Law Center in 1984. Those degrees set the stage for a practice shaped by courtroom experience and county-level prosecution and defense work.
Early in his career Walmer worked in Lancaster County. He served as an assistant public defender beginning in 1988. That role put him in court frequently and offered practical training on trial procedure and client advocacy. A few years later he shifted roles inside the county system and became an assistant district lawyer in 1991. The move gave him perspective on both sides of criminal cases and on the operations of local prosecutors’ offices.
In 1997 Walmer launched his own practice under Walmer Law Offices, LLC. Running a small firm required a different skill set. That period broadened his experience beyond the institutional roles he had held in Lancaster County.
He later joined Timoney Knox, LLP as an associate in 2007. The change returned him to a larger firm environment where collaboration and shared resources influence how cases are handled. Records list Timoney Knox, LLP as his current office. Over the years Walmer has maintained active ties to local and state bar groups. His memberships include the Lancaster Bar Association since 1987 and the Pennsylvania State Bar. He also belongs to the Pennsylvania Criminal Defense Lawyers, a membership he has held since 1997, and to the National Association of Criminal Defense Lawyers.
Colleagues and clients have encountered Walmer as someone comfortable in courtrooms and county offices. His background includes time on both the defense and prosecution sides, experience that informs case strategy and practical decision making. He has worked on matters that required plea negotiations, hearings and trials, and he is familiar with the procedural demands of criminal practice in Pennsylvania.
He maintains a practice at Timoney Knox, LLP and continues to handle criminal defense and related matters in Pennsylvania. His current work centers on representing clients in criminal cases and advising them on procedural and substantive issues arising in county courts.
