About Kevin J
Kevin J Best built a foundation in public service and law over three decades of study. He graduated from the United States Naval Academy in 1981 with a Bachelor of Science in political science. A decade later he earned a Master of Public Administration from George Washington University’s Mount Vernon campus in 1992. He completed his legal training at the University of Baltimore School of Law, receiving his J.D. in 1999.
After law school, Best moved into private practice and later took on roles that bridged law and local government. He joined Linowes & Blocher LLP as an associate lawyer in 2003. That experience led to an of counsel position at Funk and Bolton PA in 2008. In 2010 he opened his own firm, The Law Office of Kevin J. Best, where he has practiced as owner since.
Throughout his career he has maintained ties to organizations that serve municipal and regional lawyers. His memberships include IMLA (since 2009), the Maryland Municipal Attorneys Association (since 2003), the Maryland State Bar Association (since 2003), the Anne Arundel Bar Association (since 2003), and the Prince George’s County Bar Association (since 2011). Those affiliations have kept him engaged with peers who handle local government, ordinance, and municipal governance matters.
