About Kelicia D.
Kelicia D. Raya earned her Bachelor of Arts from Xavier University of Louisiana in 2014 and completed her Juris Doctor at Loyola University New Orleans College of Law in 2021. Her academic path kept her in New Orleans through undergraduate and law study, exposing her to the city’s legal culture early on. Those years provided classroom training and immersion in the networks that shape practice in Louisiana.
After law school, Raya entered private practice and now serves as an associate at Kean Miller LLP. She is licensed to practice in Louisiana and carries out her work from that jurisdiction. Her role at the firm places her among other litigators and transactional lawyers who handle a range of business and regulatory matters on behalf of clients with local and regional interests.
Raya maintains active memberships in a wide set of bar and professional organizations. She is a member of the Louisiana State Bar Association and the New Orleans Bar Association. Her professional affiliations extend to subject-specific groups such as the Institute for Energy Law and the Maritime Law Association. Those associations create forums for continuing legal education, debate and peer review on topics that frequently touch the state’s economy.
