About David R.
David R. Branco built his legal foundation at St. Joseph’s University, where he earned a B.A., and then at Widener University Delaware School of Law. He followed law school by entering public service in his home region and has spent much of his career tied to courts and police training. His academic training set the stage for work inside the prosecutor’s office and in the classroom.
Branco served as an Assistant Prosecutor in the Cumberland County Prosecutor’s Office. He handled cases on behalf of the state and gained courtroom experience prosecuting criminal matters. That role placed him in the middle of local criminal justice practice and put him in regular contact with law enforcement and investigators.
Alongside prosecutorial work, Branco developed a parallel career as an instructor. He was a faculty instructor at the Top Gun Narcotics School and taught the Undercover Narcotics Intensive Training Course. He also served as an instructor and legal advisor at the Cumberland County Police Academy. Those positions had him teaching tactics, legal limits and the procedural side of narcotics and undercover operations. His classroom work meant frequent interaction with patrol officers, detectives and academy leadership.
After years in public service and training, Branco moved into private practice. He is Of Counsel at Helmer, Conley & Kasselman, P.A., a role that keeps him involved in litigation and advising while allowing him to maintain ties to public safety work. His resume reflects both courtroom experience and a sustained role educating officers on investigative and evidentiary issues.
He holds licenses in New Jersey and Pennsylvania, and he remains active in legal circles locally. Branco is a member of the Cumberland County Bar Association. He also sits as an appointee to the Governor’s Commission of New Jersey, a position that places him in policy discussions beyond day-to-day practice and links him to statewide legal and administrative questions.
Branco’s professional life is geographically broad.
