About Ansel Jay

Ansel Jay Halliburton trained at the University of California, Davis, School of Law, earning his J.D. in 2008 after undergraduate studies in political science at the University of California, Berkeley. He built his legal foundation during his years in school and moved into practice in California following graduation. His educational path combined law and political theory, and it shaped the practical approach he brings to complex legal questions.

Halliburton is admitted to practice in California. Early in his career he developed an interest in the legal issues that surround software and technology. That interest led him to pursue specialized training and to earn the Black Duck Legal Specialist certification from Black Duck Software. The certification signals experience in assessing open-source licensing, compliance risks and related legal obligations.

He is a current member of the American Bar Association. That membership has kept him connected to peers and to continuing legal education. He participates in professional programming and stays engaged with developments in both technology law and general practice matters that affect clients across the state.

Halliburton’s work has emphasized practical problem-solving. He advises organizations on how to identify licensing obligations and how to document compliance steps so those obligations are clearly addressed. He has combined technical understanding from his certification with conventional legal training to explain risk to business leaders in plain terms. His approach favors clear analysis and concise recommendations.

Although he has worked on matters rooted in software and licensing, Halliburton applies his training to a range of transactional and compliance questions. He evaluates contracts, prepares policies, and assists clients in setting up internal processes that track third-party code and components. He balances legal requirements with operational realities and aims to make obligations manageable for his clients.

He continues to practice in California and remains active in professional circles that track changes in technology and law. His current practice advises clients on software licensing, open-source compliance and related regulatory matters.
