About William James

William James Helzlsouer built a legal career that spans public service and private practice. He began his academic path at Georgetown University, earning a B.A. in Government in 1966. He then attended the University of Pittsburgh School of Law, receiving his J.D. in 1970 and later returned to study taxation, completing an M.S. in Taxation from Robert Morris College in 1979.

His early professional years combined courtroom work and local government service. In 1973 he established a solo practice listed as W. J. Helzlsouer, Lawyer at Law. The next year he took a post as an Assistant District Lawyer in the Allegheny County Office of District Lawyer, gaining prosecutorial experience at the county level. He later served as Solicitor for Dravosburg Borough in 1978 and moved into the Allegheny County Law Department as an Assistant County Solicitor in 1980.

Helzlsouer is admitted to practice in Pennsylvania and holds admissions to several federal forums, including the U.S. Tax Court, the U.S. Supreme Court and the U.S. Court of Appeals for the Third Circuit. Those credentials reflect a practice that has crossed municipal boundaries and entered federal tax and appellate arenas. He also completed mediation training through the Pittsburgh Mediation Center, adding an alternative dispute resolution skill set to his repertoire.

Colleagues and clients have encountered him in a variety of settings: municipal counsel matters, county-level prosecutions, tax proceedings and appeals. He has balanced the often brisk pace of solo practice with responsibilities inside county government. That mix of public-sector roles and private practice has shaped a pragmatic approach to legal problem solving. He tends to address factual and procedural questions in straightforward terms and prepares cases for trial or negotiation with an eye toward achievable outcomes.

Across decades of practice, Helzlsouer has maintained ties to the Pittsburgh legal community. He continues to appear in state and federal courts and to take appointments that draw on his municipal and tax experience. He practices as a sole practitioner under the name W. J. Helzlsouer, Lawyer at Law, handling matters in Pennsylvania and before federal courts, including tax-related proceedings.
