About Victor
Victor Fleischer is an American lawyer and law professor whose career has moved between practice, scholarship and public service. He earned undergraduate and law degrees from Columbia University and Columbia Law School, where he studied history and law before beginning a career that blends classroom teaching and policy work.
He began his legal career in private practice as an associate at Davis Polk & Wardwell in 1998. After several years in firm practice he turned to academia. His entry into full-time teaching began at UCLA in 2003, and over the next decade he held a series of academic appointments and visiting posts at a range of law schools.
His academic résumé includes teaching and research positions at Georgetown, the University of Colorado, the University of Illinois College of Law, NYU School of Law and the University of San Diego. He has held both visiting and tenure-track roles and returned to the University of Colorado in different capacities over the years. In 2018 he joined the faculty of the University of California, Irvine School of Law, where he continued to teach courses related to tax and statutory interpretation.
Outside the classroom he has been active in policy and public commentary. In 2016 he served as Co-Chief Tax Counsel for the Senate Finance Committee, advising senators and committee staff on tax legislation and technical tax issues. He has written for general and professional audiences, including a stint as a DealBook columnist at The New York Times in 2012, where he examined tax policy and its practical consequences. In 2021 he accepted a part-time advisory role at DiRoma Eck & Co., a Washington advisory firm, balancing that work with his academic responsibilities.
Those who have followed his work will note a steady emphasis on tax law, tax policy and the intersection of law and economics. He has moved between analysis, teaching and advising in ways that reflect both scholarly inquiry and practical engagement with legislative and administrative processes. He teaches at UC Irvine School of Law and maintains a part-time advisory position at DiRoma Eck & Co., and he concentrates on tax law, tax policy and advising public and private sector clients on tax matters.
