About Todd
Todd Miller built his legal foundation at Lincoln University, where he completed a B.S. in Business Administration in 1990. He went on to study law at the University of Missouri–Columbia, earning a J.D. in 1999. The combination of business and legal training would shape the early arc of his work, particularly where tax and litigation overlap.
His first professional stop after law school was outside the courtroom. In 1999 he worked as a tax senior consultant at Deloitte & Touche, LLP. That role put him inside complex tax settings and exposed him to the kinds of valuation and assessment issues that later appear in property tax disputes. He moved into litigation in 2001 as an attorney with John Layton & Associates, LLC, handling contested matters on behalf of clients. In 2006 he opened the Law Office of Todd Miller, LLC and began practicing under his own banner as a lawyer and counselor at law. In 2015 he took on a municipal role as the city lawyer and prosecuting attorney for the Village of Four Seasons, Missouri, balancing local government responsibilities with private practice work.
Beyond his offices, Miller has been active in professional groups. He has held membership in the American Bar Association and the Missouri Bar since 2001. He has served as a moderator for the Missouri Bar and taken leadership roles in regional networks. He was president of the Mid Missouri Referral Alliance from 2014 to 2016 and has been involved in the MMRA as president beginning in 2014. He also holds membership in the PGA of America, a detail that speaks to longstanding ties to the golf community rather than the law alone.
Miller’s practice sits at the intersection of tax issues and litigation. He is licensed to practice law in the State of Missouri and appears in matters that extend beyond state borders. He handles property tax appeals on a national basis and accepts cases that will progress to the Federal Circuit when appropriate. His earlier tax consultancy and later courtroom experience inform how he frames disputes, prepares evidence, and argues assessment and valuation points.
Today he continues to practice through the Law Office of Todd Miller, LLC. His caseload combines contested property tax appeals, related administrative hearings, and litigation in federal and state venues. His current practice centers on property tax appeals and related litigation.
