About Thomas John
Thomas John Cesta trained first as an English major and later as a lawyer. He earned a B.A. in English from Arizona State University in 1996 and went on to receive his J.D. from Capital University Law School in 2001. The combination of a humanities background and legal training shaped a practice that balances written advocacy and dispute resolution.
His early career took him into public service. In 2002 he joined the Maricopa County Lawyer's Office as a Deputy County Lawyer. There he handled legal matters for the county and gained experience inside a large government legal office. That position exposed him to the practical pressures of public-sector law and to litigation and advisory work on behalf of municipal clients.
He later added an arbitration and mediation role to his resume. Since 2007 he has been a member of the Arizona State Bar Association Fee Arbitration Committee, serving as an arbitrator and mediator. That long involvement in fee arbitration gave him repeated exposure to the procedural and evidentiary issues that arise in professional-fee disputes and consumer complaints regarding legal billing.
Cesta is admitted to practice in Arizona and Ohio, and he is authorized to appear before the U.S. Court of Appeals for the Ninth Circuit. Those admissions allow him to handle matters in state courts and in federal appellate proceedings within the Ninth Circuit.
In private practice he established Cesta Legal, PLLC. The firm operates as his primary office base. His work there draws on earlier public-sector experience and on the arbitration work he has handled for the bar association. He engages in client representation, appears in court when necessary, and serves as a neutral in fee disputes and similar matters.
Colleagues and clients see a lawyer who has moved between public and private roles and who has maintained a steady involvement in arbitration and mediation. His path from an English degree to legal practice is reflected in how he approaches written and negotiated outcomes. He currently practices at Cesta Legal, PLLC, handling matters in jurisdictions where he is admitted and serving as an arbitrator and mediator.
