About Thomas B
Thomas B Stahl built a layered academic foundation before starting his legal career. He earned a B.A. in International Studies and Russian Studies from George Mason University in 1990, followed by an M.A. in Soviet Studies from the University of Virginia in 1992. He took part in a comparative law program at the University of Aberdeen in Scotland in 2006 and completed his J.D. at the University of Baltimore School of Law in 2008.
He entered the legal field through both public and private positions. Early on he interned at the Department of Homeland Security in 2007. After law school he served as a judicial law clerk for the Circuit Court for Howard County, Maryland, in 2008. That clerkship preceded his work in private practice as an associate at Silverstein & Ostovitz, LLC in 2009.
Stahl moved into firm ownership in the mid-2010s. In 2015 he became an owner and lawyer at Spencer & Stahl, P.C. Six years later he founded the Law Offices of Thomas Stahl and has operated under that name since 2021. Those moves mark a shift from staff roles into managing client matters and running a small practice.
Professional membership and committee service have been a steady part of his professional life. He has been a member of the American Bar Association since 2006 and joined the District of Columbia Bar in 2010. He is active in the Maryland State Bar Association, where he has served as Co-Chair of the Rules of Practice Committee. He also holds membership in the Howard County Bar Association beginning in 2011.
Colleagues and former supervisors have noted Stahl’s background in comparative and area studies as a distinguishing element of his outlook. His academic work in Russian and Soviet studies informed an early career that touched on public-sector national security work and state-court procedure. Those experiences shaped his transition into civil practice and courtroom work in Maryland and the District of Columbia.
Today he runs a small law office and handles matters that arise under the laws of the District of Columbia and Maryland. He maintains bar memberships in both jurisdictions and continues to participate in bar committees and local bar activities while managing a private practice from his Law Offices of Thomas Stahl.
He currently practices from his Law Offices of Thomas Stahl, representing clients in matters in the District of Columbia and Maryland.
