About Stephen Paul
Stephen Paul Holmgren built his legal foundation at the University of Florida. He earned a Bachelor of Arts in Economics and Political Science in 2008. He continued at the Levin College of Law, receiving his J.D. in 2012 and later completing an LL.M. in Taxation in 2020. Those years framed an increasingly specialized path into tax law.
Early in his career Holmgren joined Donahoo & McMenamy, P.A. as an associate in 2015. The role put him on the front lines of client work and firm practice. He handled matters common to small and mid‑sized firms: research, drafting, and courtroom preparation. That work provided steady exposure to contested tax issues and the mechanics of litigation and administrative filings.
In 2021 he moved to Purcell Flanagan Hay & Greene, P.A. and continued in an associate role. The move coincided with completion of his LL.M., bringing additional technical training in federal and state tax matters. He is admitted to practice in Florida and in the U.S. Tax Court. Those admissions allow him to represent taxpayers at multiple levels of dispute resolution.
Holmgren holds certification in Tax Law from the Florida Bar Board of Legal Specialization & Education. The credential reflects additional study and peer review in tax practice. It also marks a professional emphasis that he has maintained through academic work and firm assignments. His practice draws on both litigation and transactional tax experience, from preparing briefs for court to counseling clients on compliance questions.

The LL.M. coursework deepened his exposure to federal tax doctrine and to the analytical tools used in tax controversy.
