About Stephen C.
Stephen C. Offutt earned his law degree from the University of Baltimore School of Law in 1988 after completing undergraduate studies at the University of Maryland - Baltimore, where he read Law Enforcement and Psychology. He attended DeMatha Catholic High School before college. Those formative years set a practical tone for his later work at the courthouse and in client meetings.
After law school, Offutt moved into litigation practice. He is a partner at Wais, Vogelstein, Forman & Offutt, LLC, where he has spent a significant portion of his career. His practice has included work in state and federal courts and has developed alongside the firm’s broader civil litigation docket.
Offutt holds admissions in multiple jurisdictions. He is admitted to the bars of Maryland and Minnesota, and he is licensed to practice in the District of Columbia. He is also admitted to several federal bars, including the Maryland Federal Bar, Minnesota Federal Bar and the District of Columbia Federal Bar, and he holds admission to the U.S. Supreme Court. That range allows him to represent clients in trial and appellate forums across several states and in federal court.
His work centers on civil litigation. He represents individuals in complex injury matters and handles cases that involve birth trauma. He has taken cases to trial and worked on matters that require coordination with medical experts, counsel across jurisdictions and, when necessary, appellate briefing. The cases often involve long timelines and multiple experts, and his practice reflects an emphasis on case preparation and courtroom advocacy.
Outside the courtroom, Offutt maintains memberships in several professional organizations. He is a member of the American Association for Justice, the Maryland Association for Justice and the Birth Trauma Litigation Group. He also belongs to Public Justice and the American Bar Association, and he is active in the Maryland, Minnesota and District of Columbia bar associations. These affiliations keep him connected to peers who handle similar civil litigation matters.
In his role at Wais, Vogelstein, Forman & Offutt, LLC, he works with clients, experts and co-counsel to advance complex civil claims. As of 2026 he continues to practice civil litigation, including cases involving serious injury and birth trauma.
