Scott MacMullan built his legal foundation in Pennsylvania and Delaware before moving into roles that put him inside courtrooms and administrative halls. He earned a Bachelor of Arts at Villanova University and a Juris Doctor from Widener University, where he also completed a Law & Government Certificate at the law school. Those early years set the stage for work on both state and federal benches.
After law school, MacMullan gained federal experience as a judicial intern at the United States District Court for the District of Maryland. The internship offered a close look at trial practice, federal procedure and the rhythm of a busy district court. He then joined the Maryland State Judiciary as head law clerk to an administrative judge who oversaw the entire Maryland Circuit. That position put him at the center of case management, opinion drafting and daily court administration for a multi-county jurisdiction.
The courtroom and chambers experience shaped how MacMullan approaches legal problems. He is familiar with the demands of judicial decision-making and the steps that move cases through trial courts. His work touched on scheduling, legal research produced for judges, and the written explanations judges rely on to resolve disputes. Those tasks require precision and an ability to distill complex facts and law into clear recommendations.
MacMullan also participates in the professional governance of the bar. He serves on the Judicial Appointments Committee for the Maryland State Bar Association, a role that places him alongside other lawyers who review questions related to judges and appointments. That committee work broadens his view of how courts are staffed and how those staffing choices affect access to justice across the state.
Licensed to practice in the District of Columbia and Maryland, MacMullan has experience across multiple court systems. The mix of state and federal work informs his approach to litigation and court procedure. He brings courtroom-side experience to projects that require an understanding of judicial perspective, whether drafting court filings, advising on process, or supporting trial preparations.
Today he maintains a practice oriented toward matters that intersect with court procedure, judicial administration and litigation support. He is active in bar activities and continues to work on cases that draw on his background in court operations and legal research.
