About Robert D.

Robert D. Terry combined a technical and legal education before entering public service and private practice. He earned a B.S. in economics from the Georgia Institute of Technology, followed by a J.D. from the University of Virginia School of Law in 1979. He later added an MBA from the University of Georgia, rounding out a background that spans finance, regulation and law.

Terry’s career has alternated between government posts and law firm roles. He served as Director of the Securities Division of the State of Georgia twice, first beginning in 1997 and again in 2007. Those stints placed him at the center of state securities enforcement and regulatory work. Between those state appointments he entered private practice, joining Sutherland Asbill & Brennan LLP as counsel in 2001. He returned to private practice in 2011 as counsel at Page Perry’s Regulatory and Compliance Group.

In 2013 Terry joined Parker MacIntyre as Of Counsel. Over more than a decade there he has handled matters that arise at the intersection of securities law and regulatory compliance. His background in the state securities regulator’s office informs his handling of enforcement inquiries, licensing matters and rule-driven compliance programs. He approaches those matters with an emphasis on clear regulatory analysis and practical steps clients can take to meet obligations.

Terry is admitted to practice in Georgia and Alabama and is also admitted to the U.S. District Court for the Northern District of Georgia. He holds current memberships in the Georgia State Bar, the Alabama State Bar and the North American Securities Administrators Association. Those affiliations reflect a professional life split between state-level enforcement and the private-sector work that often follows from it.

The arc of his career — from an economics degree to law school, from state regulator to law firm counsel and back — has produced a practitioner versed in both the mechanics of regulation and the pressures faced by regulated entities. He has navigated enforcement, rulemaking and compliance issues for regulators and private clients alike. As of 2026 he practices as Of Counsel at Parker MacIntyre, advising clients on securities regulation, enforcement and compliance matters.
