About Richard
Richard Martell earned his B.A. from St. John’s College in 2003 and his J.D. from the University of Maryland Francis King Carey School of Law in 2006. He moved from a broad undergraduate curriculum into formal legal training in Baltimore. Those years provided a foundation in legal research, writing, and the practical skills expected of a courtroom attorney.
After law school Martell entered private practice in Maryland. He is a member of the State Bar of Maryland and is licensed to practice in the state. Over the course of his career he has worked at Wais, Vogelstein, Forman & Offutt, LLC. At the firm he has handled matters that arise under Maryland law and has advised clients on procedural and substantive questions that commonly appear in state practice.
Martell’s work is grounded in the day-to-day processes of state litigation and client counseling. He represents individuals and organizations in proceedings before Maryland courts and administrative bodies. His practice involves case preparation, written advocacy and oral argument when required.
