About Rebecca

Rebecca Ross built a legal path that crosses corporate work, construction issues and specialized study in environmental law. She began her academic journey at the University of Central Florida, earning a B.S. in Pre-Law in 2002. She went on to the University of Denver, where she completed a master’s degree in Resources and Environmental Law Studies in 2005 and later earned a law degree.

Her early professional years were spent at a large firm. In 2009 she joined Polsinelli P.C. as an associate. That position gave her exposure to firm practice and the procedural side of litigation and transaction work. Over time she shifted into in-house practice, taking a role as corporate legal counsel for San Juan Construction in 2015. That move moved her from firm life into the operational and compliance concerns that companies face day to day.

By 2017 she returned to private practice as part of Regan, Zhebouni & Atwood P.A. Two years later she became a partner at Regan Atwood P.A. Her resume shows steady advancement from associate to in-house counsel to firm leadership. The variety of those roles has shaped a practical approach to client problems. She has handled matters that require both an understanding of corporate operations and attention to the regulatory issues that affect resource and construction projects.

Her academic background in resources and environmental law remains a thread through her work. It informs how she evaluates projects and contracts, particularly those touching on land use, permitting and compliance. She also draws on corporate counsel experience when advising clients about procurement, subcontracting and risk allocation. Ross maintains memberships in professional organizations relevant to her practice.
