Phillip A Simon built his academic foundation in the Mountain West before moving east to study law. He earned a Bachelor of Science in political science and sociology from the University of Utah in 1997. He then attended Widener University Delaware School of Law and received his Juris Doctor in 2001. Those years established the academic grounding for a practice centered in Pennsylvania.

Simon began his legal career after law school in the Pennsylvania legal community.
