About Philip Noble

Philip Noble Kabler built a legal foundation at Brandeis University where he earned a B.A. in philosophy in 1982. He continued his studies at the University of Pennsylvania Law School and received his J.D. in 1985. Those years shaped a methodical approach to problem solving and an interest in legal systems that surfaced again in his professional life.

His career spans both public administration and private practice. He served as an administrator for the Florida Department of Juvenile Justice in District III, a role that placed him at the intersection of law, policy and youth services. That administrative post required managing programs and coordinating between agencies and courts. After his time in state service, he moved into private practice and later joined Bogin, Munns & Munns, P.A. as senior counsel, where he has handled a range of matters on behalf of the firm’s clients.

Kabler is licensed to practice in Virginia, Florida and Connecticut. Those multi-jurisdictional credentials have allowed him to advise and represent clients across state lines. He has balanced courtroom work and case management, and he has experience handling the procedural and practical demands that come with cases spanning different state systems.

His background in juvenile justice administration informs much of his perspective as an attorney. He understands how agencies, courts and service providers interact. That institutional knowledge has been useful in contexts that require navigating interagency relationships or understanding administrative decision-making. At the same time, his role as senior counsel has kept him engaged in the practical tasks of client representation, document drafting and litigation strategy.

Colleagues describe him as deliberate and steady. He tends to take on projects that require careful review and coordination rather than flash or headline litigation. His academic training in philosophy, followed by a law degree from an Ivy League school, shows through in a preference for clear analysis and organized argument. Those qualities have shaped how he prepares matters and advises clients.

As of 2026 he practices at Bogin, Munns & Munns, P.A., bringing to that role a mix of public-sector experience and private practice work. His current practice focuses on advising and representing clients at Bogin, Munns & Munns, P.A.
