About Pamela B

Pamela B Stuart began her legal journey in the 1960s and carried it into a long career in litigation and government work. She graduated from Mount Holyoke College in 1970 with a B.A. in political science and earned her J.D. from the University of Michigan Law School in 1973. Those formative years led directly into positions in federal agencies and later private practice.

Her early career was rooted in public service. After law school she joined the Bureau of Consumer Protection at the Federal Trade Commission in 1973, serving as a trial lawyer and deputy assistant director. She moved into the United States Attorney’s Office for the District of Columbia in 1979 as an assistant United States lawyer. In 1985 she worked as a trial lawyer in the Office of International Affairs in the Criminal Division of the U.S. Department of Justice. These roles gave her courtroom experience and exposure to cross-border and regulatory issues.

By the late 1980s she shifted back toward private practice. Records show she had membership in the firm Lobel, Novins & Lamont in 1989 and worked as an associate at Ross, Dixon & Masback in 1987. In 1992 she founded Pamela B. Stuart, Lawyer & Counsellor at Law. That step established her as a principal in her own practice and marked a transition to managing client matters outside government. In 2023 she took on an of counsel role at The Leiser Law Office.

Stuart is admitted to practice in New York and Virginia. Her background combines regulatory enforcement, criminal litigation and civil trial work. Years in the FTC and the Department of Justice supplied experience in consumer protection and international criminal matters. Time in a U.S. Attorney’s Office added courtroom trial work and case management at the federal level.

Colleagues and court records reflect a career that moves between government prosecutions and private litigation. She has alternated roles as trial lawyer, associate, firm member and founder. That variety informs how she handles cases and advises clients. Her recent title of of counsel indicates a consultative role in an established firm structure.

As of 2026 she is of counsel at The Leiser Law Office. Her practice centers on litigation, government investigations and regulatory enforcement matters.
