About Noah

Noah Passer built a steady legal career from classroom to courtroom. He earned his J.D. from Maurice A. Deane School of Law at Hofstra University in 2007 after completing a B.S. in Business Administration at the State University of New York College at Geneseo in 2003. Those academic milestones set the stage for a practice rooted in New York law.

He entered practice the year he finished law school, joining Severance, Burko, Spalter & Masone as a lawyer in 2007. He spent the next several years developing litigation skills and gaining hands-on experience in state practice. In 2015 he moved to The Law Office of Michael Uysal as a senior associate, where he handled a broader caseload and took on more responsibility in client matters and court appearances.

Passer joined Shulman & Hill and became a partner in 2018. That step marked a change from supporting roles to firm leadership. As a partner he has shared in managing client relationships and shaping case strategy. The partnership also aligned him more closely with colleagues who practice statewide in New York and handle matters that frequently touch administrative agencies and civil courts.

He is admitted to practice in New York. His professional memberships include the American Bar Association. Since 2016 he has served on the board of the New York Workers Compensation Bar Association, a role that keeps him engaged with developments in that field and connected to peers who handle workers’ compensation issues across the state.

Passer’s career shows steady progression rather than abrupt shifts. He moved through associate roles into partnership, and his work has increasingly centered on disputes that arise from employment and workplace injuries. He has appeared before administrative tribunals and in civil proceedings, and he regularly handles pleadings, hearings, and settlement negotiations that follow from workplace claims.

Outside the office, he participates in professional association activities that inform his practice. Serving on the workers’ compensation board has involved him in continuing legal education and policy discussions that affect practitioners and claimants alike. That role reflects an interest in the mechanics of the workers’ compensation system and in how practitioners operate within it.

He currently concentrates his practice on New York workers’ compensation matters and related litigation.
