About Mr. Jonathan Neal
Mr. Jonathan Neal Portner began his academic path in political science at Franklin & Marshall College, where he completed his undergraduate studies in 1981. He went on to earn his J.D. from the University of Baltimore School of Law in 1988. Those years set the groundwork for a legal career that spans the public and private sides of practice.
