About Mr. Billy B. Ruhling

Mr. Billy B. Ruhling II built his legal foundation over a span of military and civilian training. He graduated from the United States Military Academy in 1989 with a B.S. in Economics. He earned his J.D. from William & Mary Marshall-Wythe School of Law in 1997 and later completed an LL.M. in Military Law at The Judge Advocate General's Legal Center and School in 2004.

His credentials reflect work across several court systems. He holds admissions in Virginia and Maryland, and he is admitted to practice before several federal and military tribunals, including the U.S. Supreme Court, the Court of Federal Claims, the D.C. Circuit, the District of Columbia, the U.S. Army Court of Criminal Appeals, and the Court of Appeals for the Armed Forces. Those credentials allow him to appear in both civilian appellate courts and military appellate forums.

Ruhling's career path brought him into complex appellate and post-conviction matters. His LL.M. in Military Law and admissions to military appellate courts indicate sustained involvement in issues arising under the Uniform Code of Military Justice and related appellate procedures. At the same time, his federal admissions permit participation in civil and federal claims litigation that reaches higher appellate levels.

Colleagues describe him as methodical in courtroom brief work and exacting in record development. He approaches arguments with an emphasis on statutory and procedural precision. That approach has shaped the way he prepares appeals and responds to procedural challenges in both military and civilian settings.

He joined Troutman Sanders LLP and practices from the firm's Virginia office. At the firm he works on matters that require appellate advocacy and an understanding of military justice frameworks, while also handling federal claims and other court filings that fall within his admitted jurisdictions. His practice merges technical appellate skills with the particularities of military appellate procedure.

Over the years he has maintained a practice that spans multiple forums. He is comfortable drafting petitions, briefs, and filings destined for different tribunals, and he works with clients on procedural strategy across state, federal, and military venues. He currently practices at Troutman Sanders LLP in Virginia, where he handles appellate and military law matters.
