About Morgan E.
Morgan E. Leigh earned her J.D. from Georgia State University College of Law in 2008. She built her legal foundation in law school and moved into practice in the Mid-Atlantic. Today she is licensed to practice in both the District of Columbia and Maryland.
Early in her career Leigh pursued specialized training in impaired driving cases. She holds the National Highway Traffic Safety Administration certification in DWI Detection and Standardized Field Sobriety Testing. That credential reflects hands-on instruction in the components of horizontal gaze nystagmus, walk-and-turn and one-leg-stand tests, and the procedures officers use during traffic stops. It also informs how she evaluates evidence from sobriety tests and interprets police reports.
Leigh maintains active memberships in several professional organizations. She is a member of the Maryland State Bar Association, the DUI Defense Lawyers Association and the Montgomery County Bar Association. Those affiliations keep her engaged with peers who handle traffic and criminal matters and provide access to continuing education and case-law developments.
Her practice centers on defense work in DWI and related criminal cases. She represents people facing impaired driving charges and other traffic offenses at pretrial hearings, administrative license proceedings and in court. She examines the legality of stops, the administration of field sobriety tests, and the accuracy of breath and blood testing. When cases require it, she prepares motions, negotiates with prosecutors and litigates contested issues before judges.
Leigh combines courtroom work with client counseling. She explains technical testing procedures in plain language and outlines the options available at each stage of a case. Clients see a practitioner who prioritizes clear explanations and practical planning. She draws on her training to question how tests were conducted and whether procedures complied with established standards.
Outside casework her professional memberships allow her to follow evolving science and policy affecting impaired driving enforcement. She keeps current on case law and training techniques that affect DWI prosecutions in her jurisdictions. Her current practice focuses on DWI and related criminal defense matters.
