About Maureen Raiche
Maureen Raiche Manning built a career at the intersection of law, public service and professional leadership. She earned a J.D. from the University of New Hampshire School of Law in 1986 and holds a B.A. in political science from the University of New Hampshire, completed in 1983. Those credentials set the stage for a long legal career grounded in state and federal civic issues.
Early in her professional life Manning entered public service. She served as a commissioner on the New Hampshire Human Rights Commission in 1997, a role that placed her in the middle of state enforcement and policy questions related to discrimination and civil rights. Soon after, she took on a leadership role in the New Hampshire Women’s Bar Association, joining its board in 1998 and later serving as its president. That experience deepened her ties to the local bar and to issues affecting lawyers and the public they serve.
Manning’s organizational work continued through the next decades. She served as president of the New Hampshire Association for Justice from 2011 to 2012 and has been a member of its Board of Governors since 2012. Her peers repeatedly turned to her for governance and rule-making work. In 2015 she joined the New Hampshire Supreme Court Advisory Committee on Rules, contributing to discussions about court procedure. In 2014 she was named to the New Hampshire Compensation Appeals Advisory Board, where questions about workers’ compensation and administrative adjudication were front and center.
Her public profile expanded beyond state lines in 2017, when she joined an advisory committee for the United States Commission on Civil Rights. That appointment reflected a steady thread in her career: a mixture of legal practice and engagement with institutions that govern civil rights, administrative remedies and professional standards.
Manning is licensed to practice law in New Hampshire and has balanced her public roles with private practice. She has remained active in bar associations and civic bodies while maintaining an office-based practice. Colleagues describe her as thorough and experienced in handling government-facing matters and litigation that touch on employment and civil rights questions.
She now practices from the Law Office of Manning & Zimmerman, PLLC. Her current work centers on civil litigation, employment and administrative law.
