About Matthew Sean

Matthew Sean Harrison combines training in law and public policy with a history of building organizations that sit at the crossroads of civic life and technology. He earned a J.D. from the University of Southern California Gould School of Law in 2010, and an M.P.P. from USC in 2010. Earlier, he completed a B.B.A. in political science at the University of Miami in 2005. Those academic credentials frame a career that moves between legal practice, policy work, and institution building.

Harrison began his professional work before completing his legal studies. In 2005 he founded the Prometheus Institute and served as its president. That organization marked his first formal effort to organize people and resources around civic projects. He later launched Prometheus Civic Technologies in 2012 and led the company as founder and president. The two ventures show a pattern: creating entities intended to address public problems from organizational and technical angles.

After law school Harrison brought his combined training to bear on legal problems tied to technology, governance and public policy. He is admitted to practice in California and established a law practice under the name Prometheus Civic Law, P.C. His practice grew out of the programs and companies he helped start. That background informs how he approaches client work and organizational counsel.

In his legal work Harrison handles matters that often require translating policy questions into legal terms. He advises on governance and compliance, and on the legal structures that nonprofit and civic-oriented enterprises use to operate. He has experience counseling clients on regulatory requirements, contracts, and the legal aspects of partnerships between public institutions and private developers of civic tools.
