About Matthew
Matthew Mitchell built his legal foundation in New England. He earned a B.A. in political science from the University of New Hampshire in 1980. He then completed a J.D. at Vermont Law School in 1985, studying environmental law, and returned there for a master’s degree in environmental law, awarded in 1992.
Early in his career Mitchell combined courtroom work and regulatory practice. He developed familiarity with federal appeals procedures and state regulatory systems. Over time he added admissions that broadened where he can represent clients: he is admitted in the 1st Circuit, New York and Massachusetts.
Mitchell’s training in environmental law has shaped much of his work. He has handled matters that intersect agency rulemaking, permit challenges and compliance counseling. He approaches those problems by parsing statutes and administrative records, building written arguments and preparing for hearings. He also spends time on transactional and advisory tasks that are commonly part of environmental practice, such as drafting permit conditions and advising on due diligence for property transactions.
Colleagues describe him as systematic in preparing a case and direct in oral argument. He prefers clear writing and tends to break complex regulatory schemes into discrete, manageable issues. His practice has required collaboration with technical experts, and he often coordinates evidence development and expert testimony when matters reach formal proceedings.
Mitchell has worked on matters that require attention at both the state and federal levels. That work can range from contested permitting matters at administrative hearings to appeals in federal court. He has represented public and private clients in interactions with regulators and in litigation where statutes and administrative rules are in dispute.
At Tully Rinckey PLLC Mitchell continues that line of work. He handles regulatory, environmental and related litigation matters for the firm’s clients. He also advises clients on compliance and permitting strategies that aim to reduce exposure to enforcement actions and to resolve disputes before they escalate. He currently practices at Tully Rinckey PLLC, handling environmental and regulatory matters.
