About Mark Thomas
Mark Thomas Savoy built a career that moves between law and public policymaking. He earned a B.A. in political science and sociology from Kansas State University in 2007 and completed his J.D. at the University of Kansas School of Law in 2014. His early academic years were marked by a steady engagement with legislative and community issues, which would shape the path of his professional life.
His first legal role came while he was still in law school. In 2012 he worked as a summer law clerk at The Umansky Law Office, where he handled legal research and drafted memoranda. After earning his degree, he held a supervised lawyer position at Douglas County Legal Aid in 2014, providing direct assistance to clients who otherwise had limited access to counsel. Those frontline experiences exposed him to the practical demands of client work and courtroom procedure.
Savoy spent the next phase of his career in the public policy sphere. Beginning in 2014 he served as a legislative fellow at the Kansas Legislative Research Department. He remained at the department as a fiscal analyst in 2015. In those roles he worked on policy analysis and budget review for legislators, translating complex fiscal data into information legislators could use during sessions and committee work.
The move to Colorado brought a shift back toward litigation. By 2018 he was a deputy district lawyer in the 4th Judicial District Lawyer’s Office in Colorado Springs. There he handled case preparation, appeared in court, and worked with colleagues on trial matters in the state system. In 2019 he joined the Colorado Legal Defense Group as an associate lawyer.

Today he practices at Colorado Legal Defense Group, handling litigation and courtroom work for clients in Colorado and Kansas, and continues to draw on his combined experience in policy analysis, public service, and trial practice.
