About Mark L.

Mark L. Scroggins earned a B.A. from the University of Texas at Austin in 1989 and completed his J.D. at the University of Tulsa College of Law in 1992. He joined the State Bar of Texas in 1993 and is admitted to practice in Texas, before the U.S. District Court for the Eastern District of Texas, and in the Fifth Circuit. Those credentials established the foundation for a practice concentrated in family law.

Scroggins built his career through roles that mixed practice and leadership. He served as a chair of the family law group at Hammerle, Finley & Scroggins in 2010. In 2015 he was listed as a board certified family lawyer at Rule Scroggins, PLLC, and in 2017 he became owner of Scroggins Law Group, PLLC while continuing as a board certified family lawyer. He holds certification as a Family Law Specialist from the Texas Board of Legal Specialization, a designation that reflects a particular legal credential in the state.

His professional affiliations span local and state organizations. He maintains memberships in the Collin County, Denton County and Dallas Bar Associations. He belongs to the Texas Family Law Foundation and the Texas Academy of Family Law Specialists. He is also a member of the State Bar of Texas and serves as a Master of the Annette Stewart Inn of Court, a role that involves mentorship and professional development for newer practitioners.

Scroggins’s work combines courtroom experience and negotiation. He has handled family law matters at trial and on appeal, supported by the ability to practice in federal court and before the Fifth Circuit. Colleagues describe him as methodical in case preparation and attentive to procedural detail. He has been involved in case management, strategy sessions, and hearings that range from temporary orders to final adjudications.

Today he leads Scroggins Law Group, PLLC, where he manages casework and supervises other attorneys and staff. The firm handles a spectrum of family law matters, and Scroggins brings his board certification and courtroom background to bear on each file. He currently practices family law at Scroggins Law Group, PLLC, focusing on divorce, child custody, property division and related family law matters.
