About Leonard R.

Leonard R. Stamm has built a long career in courtroom work and trial preparation. His practice stretches across federal and state courts, and he has been active in case law and procedural developments that affect criminal practice.

He earned his J.D. from The Catholic University of America Columbus School of Law in 1983 after completing a B.A. at Wesleyan University in 1977. Those academic years gave him the foundation for a practice that has included both trial advocacy and training roles.

Stamm appears in a range of appellate and trial forums. He is admitted to practice before the U.S. Supreme Court, the Fourth Circuit, the Court of Appeals for the District of Columbia, the Maryland Court of Appeals, and the United States District Court for the District of Maryland. He practices at Goldstein & Stamm, P.A., where he has handled criminal matters in state and federal settings.

A distinct strand of his work involves impaired-driving cases. He is a certified Practitioner and Instructor in Standardized Field Sobriety Tests through the International Association of Chiefs of Police and the National Highway Traffic Safety Administration. He also completed the Robert F. Borkenstein Course on "Alcohol, Drugs, and Highway Safety: Testing, Research, and Litigation" at Indiana University at Bloomington. Those credentials have led him to take part in training programs and to work on cases where forensic testing and procedure are central issues.

Stamm keeps active in several professional groups. He holds memberships in the National College for DUI Defense and the National Association of Criminal Defense Lawyers. He belongs to the Maryland State Bar Association and the Montgomery County Bar Association. He has been a member of the Maryland Criminal Pattern Jury Instruction Committee since 2001 and has belonged to the Maryland Criminal Defense Lawyers Association since 1984. Earlier in his career he served as co-chair of the Criminal Law Section of the Prince George's County Bar Association from 1992 to 1993.

Colleagues and judges have encountered him most often in contested hearings and trials where procedure, evidence and scientific testing intersect. He combines courtroom work with teaching and committee service. He currently practices at Goldstein & Stamm, P.A., handling criminal defense and DUI-related matters.
