About Kelly
Kelly Cournoyer built a legal path that moves from classrooms in Honolulu to courtrooms and federal offices along the East Coast. She earned her J.D. from The George Washington University Law School in 2019 after completing a bachelor’s degree at the University of Hawaii at Manoa in 2016. Those academic years set the stage for a mix of public- and private-sector work that followed.
Her early legal experience came through a string of internships and clerkships. In 2017 she worked in the litigation group at Cohen & Cohen, PC and served as a judicial intern for The Hon. Sabrina S. McKenna at the Supreme Court of Hawaii. The following year she held summer and internship roles across several agencies and firms: the trial department of the U.S. Navy JAG Corps, the Enforcement Division at the U.S. Securities and Exchange Commission, the Claims Department at Fidelity National Title Group, and the Criminal Division’s Fraud Section at the U.S. Department of Justice. Each role provided different views of legal process, from administrative enforcement to federal criminal investigation.
After law school, she spent time as a law clerk at Bregman Berbert, Schwartz & Gilday, LLC in 2019 and worked as an Assistant District Lawyer in the Suffolk County District Lawyer’s Office the same year. Those positions offered hands-on exposure to litigation and courtroom procedure. In 2021 she joined Toscano Law Group as a lawyer, bringing prior prosecutorial experience and federal internship work into private practice.
Cournoyer’s record shows repeated engagement with trial preparation and litigation tasks. Her time in trial and prosecutorial settings provided opportunities to draft pleadings, assist with discovery, and support courtroom proceedings. Work at the SEC and the DOJ introduced regulatory and fraud investigation elements to her background. She has also handled claims and title matters during a stint in the private sector, rounding out a skill set that spans civil and criminal processes.
She holds membership in the Virginia Beach Bar Association, a connection that dates to 2021 and that ties her to the local legal community. Colleagues describe her as methodical in preparing files and attentive to procedural detail. She has alternated between government and private practice environments and has continued to seek roles that involve litigation and trial-level work.
