About Kellam T.
Kellam T. Parks earned his J.D. from William & Mary Marshall-Wythe School of Law in 1999 after completing undergraduate studies at St. Andrews Presbyterian College in 1992. At St. Andrews he majored in philosophy and took a triple minor in politics, psychology and law. Those years shaped an interest in courtroom advocacy and the practical questions that follow legal disputes.
He began practicing in Virginia and has remained tied to the state’s courts and bar organizations. Over time Parks took on more leadership roles inside the legal community. He joined Parks Zeigler, PLLC and became managing partner in 2012. Since then he has led firm operations and managed litigators handling civil matters in state courts.
Parks’s professional ratings include a 10.0 on Avvo and an AV rating from Martindale-Hubbell. Peers recognize both his courtroom experience and his work on procedural and ethical questions that affect day-to-day practice. He has been active on Virginia State Bar committees that consider technology and the future of law practice, roles that have involved both long-range planning and practical policy work.
His record of service in bar organizations is extensive. He has served on the Virginia State Bar’s Special Committee on Technology and the Practice of Law since 2013 and was a co-chair of that committee from 2014 to 2018. He later served as vice chair of the Study Committee on the Future of Law Practice from 2016 to 2018 and then as vice-chair of the Special Committee on the Future of Law Practice beginning in 2018. Locally, Parks has been active in the Norfolk and Portsmouth Bar Association and the Virginia Beach Bar Association, serving on executive and professionalism committees and participating in mentor programs in both organizations.
Colleagues describe him as a steady presence in regional bar work and in the management of a small litigation firm. He balances running the firm with committee duties that probe how lawyers use technology, how courts operate, and how younger lawyers are brought into practice. His teaching and mentoring in local bar mentor programs reflect that interest.
Parks lives professionally in Virginia courts and in bar governance. He continues to practice at Parks Zeigler, PLLC, handling civil litigation and attending to firm management and bar committee responsibilities. His current practice focuses on civil litigation and related courtroom work.
