About Jon

Jon Welner built a legal career that moves between labor compliance, environmental law, and local public service. He earned both his undergraduate degree in political science and his law degree from Stanford University. Those academic years set the stage for a practice that has included firm partnerships and municipal office.

Early in his career he worked as a lawyer at Paul Hastings Janofsky & Walker LLP. He later became a partner at Downey Brand LLP and then joined Jeffer Mangels Butler & Mitchell LLP, where he served as partner and chair of the Prevailing Wage Group. His work leading that group involved advising clients on prevailing wage requirements and related public-works matters.

In 2018 Welner joined Mintz Levin Cohn Ferris Glovsky and Popeo LLP. He also began serving on the Town of Tiburon council that year. The combination of private practice and elected office has given him direct experience with both the compliance side of public contracting and the policy side of municipal government. Colleagues and contacts see him frequently working at the interface of public agencies, contractors, and regulators.

Welner has an active role in professional associations tied to environmental law. He serves on the executive committee and is a former chair of the Environmental Law Section of the Bar Association of San Francisco. He is on the advisory board of the Environmental Law Section of the California State Bar. Those positions reflect long-standing involvement in environmental regulatory and litigation issues, and they keep him engaged with current developments in state and local environmental rules.

Outside the courtroom and the council chamber, Welner is involved in several civic and educational organizations. He is president of the board of directors for the Osher Marin Jewish Community Center and serves on the boards of the John Gardner Fellowship Association and Stanford-in-Government. Those roles underscore an ongoing interest in civic leadership and in mentoring students and young professionals interested in public service.

Welner’s career shows steady movement from associate roles to firm leadership and municipal office. He has combined practice in prevailing wage and public-works matters with sustained participation in environmental law circles. He currently practices at Mintz Levin Cohn Ferris Glovsky and Popeo LLP, where his work centers on public-contracting, prevailing wage issues, and environmental regulatory matters.
