About Jennifer Williams
Jennifer Williams Flinn entered the legal field after earning a J.D. and an M.B.A. from the University of Arkansas at Little Rock in 2003, following a B.B.A. from the University of North Texas in 1999. She combined a business background and law training early on, a pairing that shaped her early responsibilities in public service. Those dual degrees came at the start of a career that moved between courts, state agencies and the governor’s office.
Her first post-law school role came in the judicial system. In 2006 she served as a law clerk to Justice Robert L. Brown of the Arkansas Supreme Court. The clerkship involved legal research and drafting memoranda and opinions for the court. Two years later she joined the Arkansas Department of Education as an attorney. There she provided legal counsel to agency officials and worked on regulatory and compliance issues affecting public education in the state.
In 2010 she moved to the executive branch and accepted a post as a policy advisor in the Office of Governor Mike Beebe. In that capacity she advised on policy matters and helped coordinate between the governor’s office and other state agencies. The role added a layer of administrative and governmental experience to her resume and gave her direct exposure to state policymaking processes.
Flinn shifted to private practice in 2013, founding Flinn Law Office, P.A. She established the firm in Arkansas and has managed the office since then. Running a small firm required both legal work and the administrative tasks of practice management. Over time her background in state government and education law informed the kinds of matters the firm took on and how it served clients.
Across her career she has moved between public-sector legal roles and private practice. She has worked inside the judiciary, within a state agency and at the governor’s office before creating her own firm. Those transitions reflect a career built on roles that demand careful legal research, an understanding of administrative processes and practical counsel for public and private clients.
Today she operates Flinn Law Office, P.A., serving clients in Arkansas. Her current practice focuses on matters arising under Arkansas state law and on administrative proceedings in state agencies.
