About Jennifer B.

Jennifer B. Worden built a career that spans education, public service and private practice. She began her academic path at Old Dominion University, earning a Bachelor of Arts in 1993 with a major in French and a minor in accounting. She returned to Old Dominion for a master’s degree in education, completing an M.S. in 1996 that prepared her for work in K–12 settings. Two decades later she completed a law degree at Regent University School of Law, receiving her J.D. in 2014.

Her transition from education to law was not abrupt. The combination of classroom experience and legal training informed her early professional choices. After graduating from law school in 2014 she took a role as a staff lawyer at the Norfolk Sheriff’s Office. There she handled legal work connected to the operations of a local law enforcement agency, gaining firsthand familiarity with public-sector processes and the legal issues that arise in corrections and municipal contexts.

In 2018 she moved into private practice as a lawyer at Phillips & Peters, PLLC. That step shifted her day-to-day responsibilities toward client representation in a firm setting. The move also expanded the scope of matters she encountered, bringing a wider mix of transactional and adjudicative work. Her experience in the Sheriff’s Office informs how she approaches cases and client counseling in private practice.

Worden is licensed to practice in both the District of Columbia and the Commonwealth of Virginia. She combines regulatory knowledge and courtroom experience to advise clients on matters that touch those jurisdictions. Colleagues say she brings a methodical approach to legal problems.
