About Jay G

Jay G Fischer completed his undergraduate studies at Pennsylvania State University, University Park, earning a B.S. in Community Development in 1969. He went on to earn his J.D. from The University of Toledo College of Law in 1974. Those formative years gave him a foundation in law and community issues at a time when both fields were changing rapidly.

After law school, Fischer established his practice in Pennsylvania. He is admitted to practice in the Commonwealth of Pennsylvania and is also admitted to the U.S. Court of Appeals for the Third Circuit and the U.S. Supreme Court. Over the decades that followed his graduation, he has taken cases that required appearances in both state and federal forums.

Fischer has maintained active ties to the bar and the local community. He holds membership in the Pennsylvania State Bar and in the Chester County Bar Association. Outside the law, he took on a civic leadership role when he served as president of the Downingtown Area Chamber of Commerce from 2008 to 2009. That position placed him at the intersection of business concerns and local government, and it reflected a consistent interest in community-level institutions.

Colleagues describe Fischer as steady in court and methodical in preparation. He has handled matters that moved beyond trial courts and into appellate review, drawing on his admissions to higher federal tribunals where required. His practice history shows a pattern of representing clients in disputes that involve layered procedural and appellate issues, and he has brought that experience to bear in filings and oral arguments when cases advanced.

Across his career he has balanced courtroom work with membership responsibilities in professional organizations. The bar and county associations have been recurring platforms for him to engage with peers, monitor changes in law, and stay connected to the legal community in Chester County and beyond. His civic service with the Downingtown chamber also informed how he views the relationship between law and local economic activity.

In practice today, Fischer continues to represent clients in Pennsylvania state courts and in federal proceedings, including matters in the Third Circuit and filings before the U.S. Supreme Court.
