About Jamel
Jamel Rowe earned a J.D. from William & Mary Marshall-Wythe School of Law in 2012 after completing a B.A. in International Relations at the College of William and Mary in 2007. Rowe's early academic record shows an interest in public policy and family matters, interests that would reappear throughout the career that followed.
Rowe began professional work as a legal fellow at the National Council for Adoption in 2012. That role introduced them to the practical and policy questions that arise when families and courts intersect. In 2013 Rowe moved into private practice as an associate at Masterman Krogmann, P.C., then later joined the Hottell Family Law Group as an associate in 2016. Those positions involved day-to-day client work and courtroom exposure in family law contexts.
In 2019 Rowe joined Livesay & Myers, P.C. as a senior associate. Two years later they were named lead senior associate. The progression at Livesay & Myers signals growing responsibility inside the firm, including supervising matters and taking lead roles on cases. Rowe is licensed to practice in Virginia and is admitted to the U.S. Court of Appeals for the Fourth Circuit.
Rowe has been active in bar and professional organizations across Northern Virginia. They have maintained membership in the Fairfax Bar Association and the Northern Virginia Black Lawyers Association since 2013 and 2012, respectively. Much of Rowe’s public-facing bar work has been with the Virginia Women’s Lawyer Association. Over several years Rowe served in chapter roles, including director of social media for the Northern Virginia chapter from 2018 to 2020, and then moved into statewide leadership. Rowe held successive offices—secretary, director-at-large, president-elect—and served as president of the association for the 2022–2023 term. Rowe also represented the chapter on the state board during that period.
Colleagues describe Rowe as methodical in case preparation and direct in client communication. They have experience handling contested family matters and have worked on cases that involve adoption issues, reflecting the early fellowships in that area. Admission to the Fourth Circuit allows Rowe to participate in federal appellate filings when a matter requires it.
