About Jack E.
Jack E. Morris built a legal career that bridges trial courts and appellate benches. He returned to law after earning a bachelor’s degree from Louisiana State University in 1981 and completed his J.D. at the Paul M. Hebert Law Center at LSU in 1993. Those credentials set the stage for a practice that has spanned state and federal forums.
His first position after law school was a judicial clerkship. In 1993 he served as law clerk to Justice Catherine D. "Kitty" Kimball on the Supreme Court of Louisiana. That role placed him close to the mechanics of appellate decision-making early in his career. He moved into private practice the following year, joining Molaison, Price & Loeb, LLP as an associate in 1994.
Morris became a partner in 1997 at Molaison, Colvin, Greenburg, Zelenka, Morris & Loeb, LLP. Two years later he launched his own practice, operating as Jack E. Morris, Lawyer at Law, LLC beginning in 1999. In 2017 he joined Tolar Harrigan & Morris LLC as a partner. Across those transitions he maintained active participation in local and state bar organizations, holding membership in the Louisiana State Bar Association since 1993 and in the Jefferson Bar Association since 1995.
Certifications and court admissions mark another aspect of his profile. He is Board Certified as an Appellate Practice Specialist by the Louisiana Board of Legal Specialization. His admissions include the state courts of Louisiana, the United States Court of Appeals for the Fifth Circuit, the United States Court of Appeals for the Federal Circuit, the United States District Courts for the Western, Eastern and Middle Districts of Louisiana, the United States Court of Federal Claims, the Louisiana Supreme Court and the United States Supreme Court. That combination of credentials reflects sustained appellate work and federal filings over decades.
Colleagues describe Morris as methodical in preparing appellate briefs and hearings, emphasizing legal research and reasoned argument. He has balanced solo practice and firm partnerships, adapting to different practice environments while handling appeals and federal claims for clients. He remains based at Tolar Harrigan & Morris LLC, where he practices with other lawyers on a range of civil matters. His practice currently concentrates on appellate litigation, civil appeals and federal claims.
