About J. Brian

J. Brian Bailey grew up oriented toward public affairs and law. He earned a Bachelor of Arts in government and history from the College of William and Mary in 2004, then completed his Juris Doctor at Regent University School of Law in 2012. Those classroom years anchored an interest in state law and public institutions.

He began his legal career in the shadow of Virginia’s highest court. In 2012 he served as a law clerk to the Supreme Court of Virginia. That role exposed him to appellate procedure and the cadence of judicial decision-making. It also offered an early look at statewide legal questions and the written work that accompanies them.

A few years later he moved into higher education law. In 2015 he worked as a Law Fellow in the Office of University Counsel at Virginia Commonwealth University. There he handled legal matters arising in a university setting and worked alongside in-house counsel on campus issues. The position added institutional perspectives to the procedural experience he had gained at the court.

Following those formative positions, he established a private practice under his own name. He is the principal of the Law Office of J. Brian Bailey, PLC. He operates as a solo practitioner and manages the daily responsibilities of firm leadership. His background in both appellate courts and university legal work informs how he approaches client matters and case strategy.

He is admitted to practice in Virginia and has built a practice centered on matters arising under state law. Clients come to him for representation in disputes and for counsel on legal issues that involve Virginia statutes and administrative processes. His experience in judicial chambers and a university counsel office gives him a blend of litigation awareness and institutional context.

Outside of client work, he maintains ties to the legal community through professional contacts formed during his stints at the Supreme Court of Virginia and at Virginia Commonwealth University. He continues to handle cases through the Law Office of J. Brian Bailey, PLC and concentrates his practice on matters arising under Virginia law.
