About Heather
Heather Menezes built her legal foundation in New England. She earned a B.A. from Providence College and then a J.D. from the University of New Hampshire School of Law. Those years shaped her interest in litigation and public service. They also placed her firmly in the region where she would later practice and clerk.
Early in her career she served as a Superior Law Clerk and then a Senior Law Clerk at the Hillsborough North Superior Court in Manchester, New Hampshire. The clerking work exposed her to a steady docket of civil and criminal matters and to the day-to-day workings of trial courts. She handled legal research, drafted opinions and orders, and assisted judges in preparing cases for trial.
After the clerkships she moved into private practice. She worked as an attorney at McDowell & Morrisette, P.A., where she represented clients in state court proceedings. Over time she took on increasingly responsible roles and developed practical courtroom experience. Her duties included pleadings, motion practice and trial preparation.
Menezes later joined Shaheen & Gordon, P.A. as Counsel. In that role she has represented clients in both state and federal venues. She is admitted to practice in New Hampshire, before the U.S. District Court for the District of New Hampshire, and before the United States Court of Federal Claims. Her courtroom work spans civil litigation and federal claims matters, and she has experience managing cases from initial filings through resolution.
Outside the courtroom she has maintained ties to professional organizations. She is a current member of the New Hampshire Bar Association, the New Hampshire Women’s Bar Association, the American Bar Association and the Court of Federal Claims Bar Association. She also holds a Mental Health First Aid USA Certification from the National Council for Mental Wellbeing, a credential that reflects attention to client and colleague wellbeing in stressful legal settings.
Colleagues describe Menezes as methodical and steady in court preparations. She prefers clear arguments and practical solutions. She has moved between public and private roles and used each to inform the other. That practical mix informs how she approaches filings and hearings.
She currently serves as Counsel at Shaheen & Gordon, P.A., where her practice encompasses civil litigation, federal claims and state court matters.
