Gary P. Katz studied at Rutgers-Newark and earned his law degree from Rutgers School of Law–Newark. He completed his legal education in New Jersey and moved into roles that mixed public service and in-house practice early in his career. Katz began his post-law school work as a legislative aide in 1997 to Assemblyman Michael Patrick Carroll. That role introduced him to government process and regulatory thinking.
