About Frank C Bartlett

Frank C Bartlett Jr. began his academic journey at the University of Connecticut, where he studied philosophy and psychology and earned a Bachelor of Arts in 2001. He went on to attend Quinnipiac University School of Law, receiving his J.D. in 2004. The sequence of degrees set the stage for a career that has moved between appellate chambers and private practice.

After law school, Bartlett served as a judicial clerk to the Honorable Francis X. Hennessy at the Connecticut Appellate Court. That early year in the appellate courts gave him a close view of legal writing, opinion drafting, and the mechanics of appeals. The clerkship was his first professional foothold in the Connecticut judiciary.

In 2005 he entered private practice as an associate at Ouellette, Deganis & Gallagher, LLC. He spent the next several years building practical experience in litigation and client representation, then transitioned into roles with greater responsibility. Colleagues from that period recall a lawyer who steadily took on more complex matters and a broader docket.

Bartlett moved into partnership roles in the 2010s. In 2012 he became a partner at Bartlett Burns, LLC. Four years later he took on firm leadership as managing partner of Bartlett Legal Group, LLC. The managing partner role required balancing casework with administrative duties, and he oversaw both legal strategy and operational matters at the firm.

In 2022 he joined Bartlett & Grippe, LLC as a partner. That move continued a pattern of practice growth and organizational leadership. At Bartlett & Grippe he works alongside other attorneys in the region and contributes to the firm’s caseload and management decisions.

He is admitted to practice in Connecticut and New York, and he appears in the U.S. Court of Appeals for the Second Circuit. His admissions also include the Mohegan Tribe Gaming Disputes Court and the Mashantucket Pequot Tribal Courts, reflecting experience in matters that reach tribal forums as well as state and federal courts.

Bartlett’s background combines appellate experience from his clerkship with years of private practice and firm leadership. That blend informs how he approaches written advocacy and case management. He lives and practices in the Northeast and maintains professional ties across state and tribal jurisdictions.

His current practice concentrates on matters in Connecticut, New York, the U.S. Court of Appeals for the Second Circuit, and in the Mohegan and Mashantucket Pequot tribal courts.
