About David Andrew
David Andrew Burkhouse studied history as an undergraduate and went on to earn a law degree. He graduated from St. Mary s College of Maryland in 2000 with a B.A. in History and received his J.D. from the University of Baltimore School of Law in 2004. Those years set the foundations for a career that blends local bar leadership with steady legal practice in Maryland.
Early in his professional life Burkhouse became active in bar activities across the state and in his home county. He took part in the Maryland State Bar Association s Fellow Leadership Academy in 2009–2010. That was followed by membership on the MSBA s Special Committee on Veterans Affairs and Military Law beginning in 2010. He later served on the Maryland State Bar Association s Board of Governors from 2015 to 2016.
His involvement at the county level traces a clear through-line. Burkhouse served as Treasurer of the Howard County Bar Association in 2011–2012, then moved up to President-Elect in 2012–2013, and served as President in 2013–2014. Those posts placed him at the center of local bar governance during a period of transition for the association.
Outside the association chairs he has been active with the Howard County Bar Foundation. He was named a Fellow in 2015 and joined the foundation s Board of Directors in 2016, where he continues to serve. Those roles have involved him in community-facing programs and the foundation s work on access and outreach in the county.
Colleagues describe Burkhouse as steady and engaged in institutional work. He has spent much of his career balancing private practice responsibilities with volunteer leadership for legal organizations. That combination gave him a frequent seat at committee tables and a voice in discussions about issues that affect lawyers and the public alike.
Burkhouse practices in Maryland and his bar and association work has kept him rooted in local professional networks. He is based at Pessin Katz Law, P.A., where he keeps an active practice and remains involved in bar and community affairs. He currently practices at Pessin Katz Law, P.A., representing clients in Maryland.
