About Brook M.
Brook M. Thibault is an attorney practicing in Virginia and admitted to the U.S. Court of Appeals for the Fourth Circuit. She earned a B.A. in political science from the State University of New York at Buffalo in 1996 and a J.D. from Regent University School of Law in 2003. Those degrees set the stage for a career that has moved between public defense, corporate counsel work, and private practice.
Her legal training at Regent coincided with the early years of the 21st century. After law school she entered the workforce at a time of shifting legal priorities. The combination of a public university undergraduate education and a graduate law degree gave her both a broad grounding in government and a professional legal credential.
Thibault’s early career included a corporate role as Associate General Counsel at CMA CGM (America) LLC in 2007. In that position she handled in-house matters for an international shipping company, which involved contracts and regulatory compliance. The next year she moved into public defense work at the Virginia Indigent Defense Commission. That role placed her in courtrooms representing clients who relied on public counsel. By 2011 she was working as a lawyer and counselor at the Law Offices of John D. Hooker Jr. & Associates, where she continued to develop trial and client-counseling experience.
In 2014 she opened The Coastal Virginia Law Office of Brook M. Thibault & Associates P.C. The decision to start a practice followed several years of varied legal work. Her firm has been based in coastal Virginia and has handled matters arising under state and federal law. Over time she has balanced casework, client consultations, and the administrative responsibilities of running a small practice.
She is a member of the Virginia Beach Bar Association. That local involvement connects her to other lawyers in the region and to bar activities. Her admissions to practice in Virginia and before the Fourth Circuit allow her to represent clients in state courts and to pursue appeals at the federal circuit level.
Thibault’s path combines in-house corporate experience, courtroom work for public defenders, and private practice management. She continues to operate The Coastal Virginia Law Office of Brook M. Thibault & Associates P.C., providing legal counsel and representation in matters arising in Virginia and before the Fourth Circuit.
