About Bret A.
Bret A. Sparks combines scientific training with legal education. He earned a J.D. from the Paul M. Hebert Law Center at Louisiana State University in 2017, where he studied energy law and policy. Before law school he completed a Master of Science in Agriculture and Environmental Sciences at the University of Kentucky in 2014 and a Bachelor of Science in Plant and Soil Science at Louisiana State University in 2011.
His academic path informs his approach to legal work. The graduate training in agriculture and environmental sciences gives him technical literacy in soil, crop systems, and environmental processes. The law degree, centered on energy law and policy, provided classroom and clinic experience in statutory and regulatory frameworks. Together those elements shape how he analyzes regulatory risk and counsels clients on resource-related issues.
Sparks joined Kean Miller LLP as an associate. At the firm he handles matters that intersect environmental regulation, energy projects, and natural-resource management. He advises on compliance challenges and administrative proceedings. He also assists with transactional and permitting issues that touch on land use, environmental reviews, and conservation obligations.
His bar memberships span multiple jurisdictions. He has been a member of the Louisiana State Bar since 2017, of the District of Columbia Bar since 2019, and of the State Bar of Texas since 2022. Those memberships allow him to operate across state and federal regulatory landscapes and to represent clients in matters that cross territorial lines.
Outside the firm, Sparks participates in professional and conservation circles. Since 2022 he has served as a legal affairs expert for the International Union for Conservation of Nature’s Crocodile Specialist Group, a role that involves advising on legal dimensions of species conservation and international standards. From 2018 through 2021 he held the role of Committee Vice-Chair in the American Bar Association’s Section of Environment, Energy, and Resources, where he worked on committee initiatives and programming related to environmental and energy law.
His training in plant and soil science, combined with graduate-level study of agricultural and environmental systems and a law degree centered on energy policy, positions him to handle technical regulatory matters. He currently practices at Kean Miller LLP, where his work focuses on environmental and energy law, regulatory compliance, and conservation-related matters.
