About Anthony “Jay”

Anthony “Jay” Molluso built a legal career that spans both public service and private practice. He graduated from Hamilton College in 1966 with a B.A. in history. He went on to earn a J.D. from Temple University Beasley School of Law in 1969. The sequence of degrees set the stage for a steady progression through courtroom work and government legal roles.

He began his legal work in 1969 as an associate at Techner, Rubin & Shapiro. Early years at the firm gave him practical exposure to client representation and case management. A decade later he moved into government service. In 1979 he took on the role of Chief Deputy Lawyer General at the Pennsylvania Office of Lawyer General. That position placed him inside the machinery of state legal operations during a time of shifting legal and regulatory priorities.

After years in public law, he returned to private-sector roles. In 2005 he served as General Counsel for CENTAX in Bridgeville, Pennsylvania, an office tied to local tax collection. The post required a lawyer comfortable with regulatory frameworks and municipal processes. Several years after that role, he worked at Van Horn Law Group where, in 2010, he administered Chapter 11 bankruptcies. Those assignments added insolvency practice experience to a resume already marked by government and corporate work.

His admissions reflect the geographic and federal dimensions of his practice. He is admitted to practice in Pennsylvania and before the U.S. Court of Appeals for the Third Circuit. Those credentials have supported work across state and federal matters, allowing him to appear in a variety of forums.

Throughout his career Molluso has moved between public offices and private firms. That movement created a mix of perspectives. He has handled matters on behalf of state entities and advised private organizations. He has also worked on bankruptcy administration at the firm level, applying procedural tools to complex financial restructurings.

He is currently associated with Van Horn Law Group. He continues to handle matters that draw on his background in public law, tax-related counsel, and bankruptcy administration. His current practice focuses on advising clients on bankruptcy administration and related commercial matters.
